(Checklist)
Village Map) |

(Frequently Asked Questions)

In rural and semi-urban India, over 70% of land disputes originate from boundary encroachment, altering field embankments (Med), or unauthorized construction on agricultural parcels. Landowners often engage in prolonged friction without realizing that an expeditious and conclusive statutory remedy exists.
If your physical landholding appears smaller than the area recorded in the official Record of Rights (Khatauni), or if an adjacent landholder has encroached upon your boundary, the definitive legal solution is to seek Official Land Demarcation (Paimayish / Hadbarari) under Section 24 of the Uttar Pradesh Revenue Code, 2006.

1. Understanding Section 24 Land Demarcation Law
Statutory Provision: Under guidelines framed by the
Board of Revenue Uttar Pradesh, Section 24 of the UP Revenue Code, 2006 empowers any tenure holder to institute demarcation proceedings before the
Sub-Divisional Magistrate (SDM / SDO) to ascertain and fix plot boundaries.
The primary purpose of Section 24 is to measure the land on-site in strict conformance with the cadastral revenue map (Shajra) and settlement survey baselines, followed by erecting permanent boundary pillars.
2. Prescribed Government Treasury Fees
Pursuant to Rule 22(1) of the UP Revenue Code Rules, 2016:
- A statutory treasury fee of ₹1,000 per Gata (Khasra Plot) must be deposited into the state government's designated treasury account head.
- If demarcation is sought for two or more contiguously situated plots, fees are calculated proportionately at ₹1,000 per plot (e.g., 2 Gatas = ₹2,000).
- The deposit receipt (e-Challan) must be appended in original with the petition.
3. Significance of the Four Boundaries (Chauhaddi)
In accordance with statutory Form R.C.-22, the application must explicitly state the names of adjoining cultivators across all four cardinal directions:
- East (पूर्व): Name of the landholder possessing the adjoining eastern parcel.
- West (पश्चिम): Name of the landholder possessing the adjoining western parcel.
- North (उत्तर): Adjoining northern plot owner or roadway description.
- South (दक्षिण): Adjoining southern plot owner.
Why are Chauhaddi details mandatory? The revenue court issues formal registered summons to all four boundary holders before the survey date. This guarantees that all interested parties are present during the chain measurement, preventing subsequent frivolous objections.
4. Mandatory Documents Checklist
| No. |
Document Name |
Statutory Purpose |
| 1 |
Application under Section 24 |
Specifying applicant particulars, Village, Tehsil, Gata number, area, and all 4 boundary owners. |
| 2 |
Certified Copy of Khatauni |
Verifying recorded tenure rights and official area from the UP Bhulekh portal. |
| 3 |
Original Treasury Challan (₹1,000/Gata) |
Proof of requisite government fee payment into the state revenue head. |
| 4 |
Cadastral Revenue Map (Shajra Copy) |
Certified map showing geometry and location of the target parcel. |
| 5 |
Proof of Identity |
Self-attested Aadhaar card or Voter ID of the applicant. |
5. The 5-Step Procedural Workflow
- Step 1 (Institution of Petition): File the application supported by Challan and Khatauni before the Court of the Sub-Divisional Officer (SDM).
- Step 2 (Issuance of Notice): The court issues notices to all adjoining landholders listed in the Chauhaddi schedule.
- Step 3 (Direction to Revenue Inspector): The SDM directs the Revenue Inspector (Kanungo) and area Lekhpal to conduct the survey on the scheduled date.
- Step 4 (On-Site Survey & Field Book): The Revenue Inspector initiates chain/ETS survey from established fixed reference points (Sehadda) and prepares the Field Book.
- Step 5 (Confirmation & Boundary Order): The Revenue Inspector submits the report to court. If no objections are sustained, the SDM confirms the report and orders installation of permanent boundary marks.
6. Dealing with Hostile Neighbors & Obstruction
Under Sub-section (3) of Section 24, if an opposing party threatens breach of peace, obstructs the revenue officials, or prevents fixing boundary embankments, the applicant may apply for police assistance. The SDM orders police personnel to accompany the revenue team, and any obstruction invites penal action.

Frequently Asked Questions (FAQs)
Q1: What is the official fee for land demarcation in Uttar Pradesh?
Answer: ₹1,000 per Gata (Khasra plot). Rule 22 of the UP Revenue Code Rules, 2016 prescribes a flat treasury fee of ₹1,000 per parcel.
Q2: Which competent authority handles demarcation petitions?
Answer: The Sub-Divisional Magistrate (SDM / SDO). Demarcation is a quasi-judicial proceeding maintainable strictly before the SDM court.
Q3: Why is specifying the 4 boundaries (Chauhaddi) compulsory?
Answer: Statutory Form R.C.-22 mandates listing adjacent landholders so the court can serve formal notices, preventing any party from claiming lack of hearing.
Q4: What if an adjacent owner obstructs the survey?
Answer: Under Section 24(3), the SDM directs police force deployment to execute the demarcation under official protection.
Q5: Can a co-owner seek demarcation independently?
Answer: Yes, for the outer perimeter of the Gata. However, for internal division among co-sharers, a partition suit under Section 116 must be instituted.
Q6: What is the statutory disposal timeline for demarcation?
Answer: The statutory framework prescribes a target period of 90 days from the date of petition to final order.
Q7: Where can an applicant appeal against a biased survey report?
